Dynamic rules lets you enroll users based on their custom user data or an email address. See Dynamic rules: overview.
The wizard is not enabled by default.

Add enrollment wizard functions to your custom data fields
If the enrollment wizard is enabled on your portal, the Use in enrollment wizard option is available on your custom user data fields, and course data fields. Toggle the option to make this field one of the filters for enrolling users on courses.
You can edit existing data fields to include Use in enrollment wizard: you don't need to create new fields from scratch.

Enroll users through the wizard
The custom user data and custom course data act as filters to narrow the number of users to enroll.
Note: Any due date configured through the wizard overwrites any existing due dates for that course.
- From main navigation go to Enrollments: from secondary navigation select Enrollment Wizard.
- Filter Learners: select a custom user data field, and either choose an entry from the field, or enter the data for filtering users, and select Next.
- Select Learners: the application lists users who match your filter. Choose some or all of the users and select Next.
- Filter courses: select a custom course data field, and either select an entry from the field, or enter the data for filtering users, and select Next.
- Select Courses: choose one or more courses to enroll your users on, and select Next.
- Summary & Confirmation:
- review your list of users, and the list of courses you've selected to enroll them on
- select a Due Date using the calendar picker
- enable Re-enroll completed users if required
- optional: save this enrollment filter by selecting Create New and giving the filter a name.
- Select Finish to run the wizard.
Use a single data field as filter
The enrollment wizard combines user data and course data as filters. If required, you can use a single field as filter, and skip the other field type. Briefly:
- if you do not use a custom user data field as filter, the wizard lists all users in Select Learners
- if you do not use a custom course data field as filter, the wizard lists all courses in Select Courses
